Quantity based hold is possible while placing a hold?

Hi Folks,

Is it possible to place a hold based on available quantity at sales order?

Ex:- We have 1000's of items out which some of them are shortage some time for example today onhand 1000 qty available but safe side we want to allow orders max of 900 qty if exceeds then order line should go to hold is it possible?
