I'm Unable to start my ConfigTool facing error

Hi,

I have referred the document and installed as per the guidance, but still ConfigTool I'm unable to access configtool, while trying to open configtool at last step in cygwin it is throwing the below error,

"There was a problem starting the RPAS Tools:

While trying to load the RPAS libraries, an error occured. This is likely because of one or more of the following:

1)The RPAS_HOME variable is not set

2)RPAS_HOME is set to a non matching versione of rpas

3)RPAS_HOME/lib and RPAS_HOME/applib are not on the PATH"

We cross verified all the steps from the installation document, variables are correctly set and tried solution from google search engine but still facing the same error.
