How to upgrade ECC only

Hi All,
We are currently on Oracle EBS 12.2.10 and ECC v 9. We are using ECC in Purchasing, iProcurement, AP and GL.

We want to upgrade our ECC to v12. (not EBS)
1) What is the process of it?
2) Is there any impact on existing ECC dashboards?
2) Do we need additional license for that?
