Alerts in notifications are disabled

Hey,
I'm facing a problem that when a requester (who submits the request - workflow) open notification menu, the "Alert" tab is greyed out or disabled in this. On the otherside the approver is receiving the notifications. My requirement is that, when approver deny or approve the request then requester will get a notification. Is there any permission issue? Or some other configuration I have to do? Please give me some solution. I've attached requester notification menu ss.
