How do I find the latest patch for the 19c 32-bit client-only?

What is the latest release date for the 19c 32-bit client (and the 64-bit client)?

There has been a rumor that there is no longer a separate patch for clients and that we now need to use the same patch set as is used for the home/database? Is this true? If so, are the instructions internal to the patch set? I have not been able to find them.
