Can the Dotted matrix ReportsTo relationship be leveraged for ePerformance

For the majority of our employee population, we use the ReportsTo manager when generating the ePerformance review Performance documents. We do have scenarios where we have employees who need to have their performance review performed by a different individual who is not their ReportsTo manager in HCM.
As an example(see the visual below), John Smith has Robert Tate as the assigned ReportsTo manager in HCM. However, for the performance reviews, William Johnson is the manager for whom John Smith actually works for and for whom the performance review must be processed. Additionally, Peter McDonald is the Approver (manager for William Johnson).
