Is there a way to identify if a MSS was restarted and by who?

JDE E1 9.2

A MSS record was fully approved in 2016 for an employee who separated service. Today (3/2025), I found the MSS record in pending status. Because the record is not submitted, I am unable to obtain details on why the record is in pending status. It is believed that the record was restarted in error. The original submitter in 2016 is also no longer with the agency.

Is there a way to confirm if the MSS record was restarted and by who? Would it be safe to delete the record (only submit is available in my view).
