Cannot create contract line that has a parent using API oke_import_contract_pub.create_contract_line

We are using API oke_import_contract_pub.create_contract_line successfully for contract lines that have no parents but if we try to create one with a parent line (aka a sub-line) it returns a no-data-found error. There are 150+ fields when calling this API, how can we identify which field(s) is causing the no-data-found error?
