How to stop a blackout that is being processed for close to four weeks now?

I'm running OEM 13C release 5 - EMCLI Version 13.5.0.0.0 with an oracle database enterprise edition 19CR26 on RH7 enterprise edition.

I created a blackout to refresh a test database - the issue is that it has been in 'process mode' ever since. I cannot stop it:

[oracle@delphi bin]$ ./emcli stop_blackout -name="Blackout-Feb 18 2025 8:03:55 AM -patchtst"
Error: The start of the blackout is currently being processed

Anything I can do to delete this blackout?
