How to restrict Workflow Actions (available next step) by User Role in Oracle Unifier?

In my workflow, the 'Lock Record' step is currently assigned to both End User and Admin User. However, I need only 'Update Version' to be available for the End User, while 'Unlock for Edit' should be restricted to the Admin User. Is there a way to control the visibility of workflow actions based on user roles?
