Student can enroll in a term for which no active career have been defined/Fluid class search/enroll

As part of business process the batch term activation for future terms runs way before the degree completions are posted for the current term, and often there are cases where all the active programs for a student are set to completed. This creates a scenario where the student remains term activated in a future term for which no active careers are found.

In order for a student to be permitted to enroll in future terms once their careers are completed, they need to follow the college business process (meeting with an advisor, fill forms to establish a new active career/program/plan. etc). Unfortunately, we are finding that currently the fluid class search will not stop a student from enrolling in a future term when there is no active career/program plan. Student can navigate to fluid Class search and enroll, search for classes and complete the enrollment and nothing stops them from doing so. When navigating to the Drop class in Fluid
