Can we run RepositoryUpgrade Utility on siebel tools and exclude it on Siebel application

Hello Siebel experts,

We are planning to the apply the 24.11 patch to the siebel application, which is running on IP2023.08 and siebel tools is on IP2023.08 and as of now we decided to exclude the execution of RepositoryUpgrade Utility due to our high customization changes in the siebel application.

Can we need to run RepositoryUpgrade on siebel tools which is on IP2023.08, or can we exclude on siebel tools also.
