E1 services locking oneworld account

OS: as400 7v3
My Problem:
the oneworld account keeps getting locked on As400 Production server. but funny thing is, the account gets locked when i start the Enterprise one services on the DEv as400 box. the retries do not stop and it keeps increasing one the Production side,
this is now causing the Dev also not to open up program.
for what i see the account is somewhere on the E1 services and I do not know where.
The oneworld password is the same on all LPARS as per requirements.
