Login Fails With Error "You are trying to access a page that is no longer active"

Good Day,

Users are unable to log into self-service portal with error "You are trying to access a page that is no longer active".

No changes were made. What could be the problem?

Tried to clear cache on the browser, restart apache but the issue still persist.

We are using Oracle EBS 12.2.4
