Create a local catalog in iProcurement for R12

Does anyone know if it is possible to create a local catalog for use in iProcurement without using the Inventory module? I can configure the structure using iProcurement Catalog Administration however seem to need to use inventory to assign the items to a master and organization item in order for the values to appear in the store
