Can we run root.sh after installing Oracle Restart base release (SIHA) in new GI_HOME

Hi Team,

We are testing GI OOP .

GI environment: Oracle Restart(SIHA)

Existing GI version is 19.23 . We would like to test the Out of place patching method. We want to install new GI_HOME with base release (19.3) and apply latest GIRU (19.25) on the top of GI base release.

Now comes the question: Is it necessary to run root.sh after installing GI base release with latest patches in new GI_HOME.
