EPPM is broken

P6EPPM V.3

So, the guy that installed this instance of Primavera has left the company and left little to no documentation on how to work this software. The customer states that EPPM is not working, but P6, that he accesses the DB through his laptop does. I don't even know where to start with this because it was not my project to begin with. Can someone help me with some basics to help get the customer up and working? He said he needs to add a new user. What info would be helpful to you?
