Upload files through the curl not working

Hi All,

I have tried to upload through the curl command, it throwing the timeout error now.

curl: (7) Failed connect to transport.oracle.com:443; Connection timed out.

Few days back i was successfully uploaded in the same way.

Example: curl -T D:\data\bigfile.tar -u MOSuserID@company.com https://transport.oracle.com/upload/issue/3-1234567890/
