PO Header Comments not being saved

PeopleSoft Financials 9.2 Image 52 PeopleTools 8.61.07

When a PO is created from a sourced Requisition that has Header Comments, user makes changes to the Header Comments and saved the PO. When the PO is reopened, the user's changes to the Header Comment is NOT saved. Prior to applying PUM 49-52, this field was editable and saved the changes without issue.

Is this a bug or intended behavior?

Steps to Replicate:

1. Requisition is approved with some Req Header Comments and attachment(s).

2. PO is created by sourcing the Requisition, which will apply the Req's Header Comments to the PO's Header Comments. That comment can be viewed/edited by clicking the Edit Comments button.
