OTM Planning High cost for Multi stop

In OTM when planning for Multistop orders need to pick up the highest cost for per mile and per cost for a shipment, even though the rates are existing for direct shipments as well OTM should not choose the cheapest/lowest cost but it should pick for high cost irrespective of lanes and service provider. Also We have multiple rates for the same lane, in that multistop should pick the highest cost rates.
Please suggest how to achieve this scenario, what all steps to be taken.
