How to restrict a Sales Order to be released when any of the Sales Order Line is On-Hold

Hi Experts,

In Oracle EBS R12.2, is there a way to prevent a Sales Order from being released if any of its lines are on Export Compliance Hold?

Currently, if a Sales Order has 10 lines, where 5 lines are on hold and the remaining 5 are not, releasing the order results in only the non-hold lines getting processed, while the hold lines remain restricted.

Instead of this behavior, the requirement is to prevent the entire Sales Order from being released if any of its lines are on hold.

Please suggest a solution to enforce this restriction.
