How to update customer email address through API , at HZ_PARTIES level

Hi
we are updating customers email address at bulk , so want to know if any API is available to update the email address at HZ_PARTIES level
For the customers account and contact point is not defined , (no record for customer in HZ_CONTACT_POINTS table).

I have tried to run HZ_CONTACT_POINT_V2PUB.CREATE_CONTACT_POINT api ., but it seems its not creating any record in

HZ_CONTACT_POINTS table and email_address is also not getting updated at HZ_PARTIES
