Sales order allocation to an LPN instead of Loose quantity (WMS controlled org)

We have a sales order with 3 items, when we try to launch pick release.
Expectation is to allocate ENTIRE LPN containing that 3 items only which has exact quantity as that of Sales order qty from Sub inventory.

There might be loose qty of those 3 items inside warehouse and currently these loose qty is being allocated for the sales orders.

What exactly the changes i need to do , so that it picks LPN first and incase of no LPN, then loose qty to be allocation.

Please let me know if you need more info.
