Primavera Unifier - Deactivated users still show up in business process workflow notifications.

I have 2 users that keep showing up in a business process workflow notification.

One user, User A, should only be active in one shell & one project in another shell. This user is showing up in shells it should not be showing up in. I don't want to go into every project to deactivate the user. I don't want to add this user to a shell template just to be deactivated either - since this user will continue to show up in shell templates. Instead, is there an easy way to deactivate the user in unwanted shells?
