Is Windows11 certified with Oracle E-Bussiness Suite(EBS) 12.1

I am confused by this doc(Document 389422.1), because it has tables for outlines the currently certified Desktop Client Operating System and minimum required JRE 8 releases for Oracle E-Business Suite Release 12.1 when using with Java Web Start (JWS) but there is no description about not certified.

If there is no row about Desktop Client Operating System(like Winods 11) on tables, it means that release doesn't certify?
