Patch 31574408 - Risk Analysis

We are on Oracle EBS with release 12.2.9. Oracle support suggested to apply patch 31574408 to overcome performance issue in checking item cost history. Please share the risk involved & issues experienced post application of this patch. Also it will be great help if you share the testing plans & affected modules. Thanks!
