How can I create a Parent Child relationship in Supplier Maintenance to share EIN numbers?

When trying to create a Parent Child relationship in Supplier Maintenance to share the the Parent EIN number with the Child; Oracle is requiring an EIN number for the Child which, Oracle does not allow the duplication of the EIN numbers. How do I resolve this issue in my current version .

Both supplier are set up i the system both suppliers are 1099 reportable. Current version of Oracle is EBS R12.2.7
