Upgrade from 19.17 to 19.21 with OS Reimaging

Reimaging and Restore successful

When patching the databases with Patch 30403662 RDBMS Clone the prepatchreport fails with the following error: Internal error encountered: Failed to register dbhome working copy—Failed to register working copies to RHP

I have found some DOCs and tried a lot after reading the dcs-agent.log and rhpapi.log

Found this indcs-agent.log:
