Is there an API to create income tax region?

When we run Payables Open Interface import job to import invoices related to 1099 suppliers, we encountered error message "INVALID TAX REGION". Upon investigating we have observed that site address STATE value doesn't exist in Tax region window for few suppliers. How do we create these income tax regions using API to avoid these errors in future? These STATE values are related to foreign countries vendors.
