/event/billing/cycle/tax needs to be suppressed with pin_bill_accts if no bal_impacts

During pin_bill_accts process, we have observed the system generating multiple entries of /event/billing/cycle/tax with zero bal impacts.

All the products are configured with BILLING_TIME taxation.

We need a way to suppress the zero bal_impacts tax events (/event/billing/cycle/tax) as this is impacting the performance and a purging is required.

FM customization suggestions would help.
