APEX 24.1.8 External FOP Print Server Only Receives ROWSET1 from Multi-Query Report Query

in Oracle Application Express (MOSC) Question

Details: After upgrading from APEX 19.1 to 24.1.8, we found that Report Queries with multiple queries only send the first ROWSET (ROWSET1) to the external Apache FOP print server during PDF printing. However, clicking "Download XML" correctly generates full XML with all ROWSETs. This behavior is a regression from APEX 19.1, where all ROWSETs were sent. We confirmed via Tomcat logs that only ROWSET1 is posted to the FOP endpoint. Please advise whether this is a known issue or if a patch/workaround is available.
