Inter-Organization Transfer from V1 to M1 with Item "X" in Oracle R12 Applications

I am performing an inter-organization transfer in Oracle R12 Applications, transferring item "X" from organization V1 to organization M1. For each organization, the respective location is defined. In the "Other" tab of the location setup, I have associated the organization name "V1" with its location and similarly attached "M1" to its corresponding location. However, while receiving the item, I notice that all locations defined in the system are visible, irrespective of the organization specified. Could you please clarify why this is occurring and provide guidance on resolving this issue?
