How to restrict user from creating EBS password longer than 30 byte length?

As per, R12 E-Business Suite Password Length And Complexity Requirements For An Oracle Application User (Doc ID 2482779.1)

It says that "Note: The maximum size for an EBS password is 30 bytes length."

How can we restrict users from creating passwords longer than 30 bytes?

When a user does it, it causes errors opening forms.
