No one with full permissions appears, the Fusion Accounting Hub option

Hello,

I am trying to enable the upgrade to test it with the instructions in the following link: https://docs.oracle.com/en/cloud/saas/readiness/erp/25a/fins25a/25A-fin-wn-f36191.htm#Steps-to-Enable
I am not getting the options to enable it as Fusion Accounting Hub and the Functional Area: Accounting Transformation. and therefore I cannot activate this update. When I explore offerings I see fusion accounting hub but it appears unchecked, that means, we do not have this option contracted or activated for use therefore I can not activate this new feature of the update?

We use Oracle Fusion Cloud Applications 25A (11.13.25.01.0)
