Generating Late Charges in final mode is producing an error

When I try to generate late charges in final mode from form I Get the following error:

I did find this.

'he error "The PENALTY_REC_TRX_ID column of the AR_SYSTEM_PARAMETERS table does not have a value" in Oracle EBS 12.2 R12 indicates that the system parameter responsible for penalty receipt transaction ID is missing a value. You need to ensure this parameter is populated with a valid transaction ID for penalty receipts to function correctly.'

Howevber that column being referenced has always but always been null value. Furthermore that column is not a required to be completed value. Also I tested in other environments where the value is null, but it does not generate this error??
