Importing Planning Unit Hierarchies - Further detail needed around format/type of file

I have followed the instructions as per Importing Planning Unit Hierarchies but still getting an error. Is there a specific type of format/file the import needs to be in?

Trying to import a new list of approval managers instead of manually inputting line by line.
