Does IT support require Oracle license (financial, purchasing, etc) for troubleshoot/config?

Hi,

Could you please advise whether the IT team who access strictly for troubleshooting, system configuration checks, or technical support purposes and do not perform business transactions or use the applications for operational tasks still require full license?
