Student missing from PS_PEOPLE_SRCH, PS_STUDENT_SRCH

I have a case where a past student is trying to retrieve a transcript, but whole EMPLID is not recognized in the transcript request page. The ID also comes back with no information regarding enrollment, academic plan, or anything on the PIA side. I do however see that those values DO exist on their respective tables in the back end, it seems that this student is simply not able to be searched in search records. There are also no inconsistent role assignments. Ive not seem something like this before. Any insight?
