Why is the character limit for descriptions lower when using Cyrillic (40–45) compared to Latin (80)

I noticed that the maximum number of characters in a description in the Latin alphabet is 80 while in Cyrillic it is only 40-45. Can you tell me why this is and whether it is possible to expand the characters for Cyrillic because descriptions are very important.
