R054104 & R01840 Effective Dated Address Updates not always updating Address in F0116

JDE E1 9.2. We provide the option for employees to update their home address and phone number through ESS. We are not using/doing Benefit Enrollments or Benefit changes via self-service.

The Issue: We are experiencing situations where sometimes the address changes made by the EE via ESS (that does create the Action Flag "2" change records in the work file) but then it never makes it to F0116 and that same change record "disappears" out of the F054101W and is replaced by the original Address information already in the Address Book that presumably came through the next time the R054101 ran. Payroll is not running (so EE Master is not locked). When we do a test address change and have a change record in the workfile and then run the R054101, R054104, R10840 in that order, right after
