Oracle fmw (weblogic 12.2.1.4) licensing related information.

Clarification on Product vs Support Licensing

During a recent SR conversation with Oracle technical support, I was informed that there is no "product license" for ODI or FMW components like WebLogic — and only "support license" is applicable for usage.

Could you please validate this statement? Does this apply uniformly across all FMW products, or are there product + support license combinations applicable in certain cases? I am specifically looking for weblogic and ODI 12.2.1.4. I want to know what all licensing would be required to use this software(product and support both). I found few documents regarding licensing related to application deployment and support based which I have highlighted below. Could you please tell what all licensing are linked with ODI and weblogic for on prem deployment for version 12.2.1.4
