HMR Question - A Challenge

Having an issue where a certain country has started blocking calls if it receives too many from the same number in a certain time.
We send all our calls out with the same number so this is causing a bit of an issue.
So my challenge is:
If we send our number out normaly anding 1000. Is it possible to write an HMR that changes that 1000 to another number form a selection of 10 (eg 2000 to 2009)
I need to say we are NOT spamming, these are legit support calls and follow up calls.
