Project Expenditure Organization LOV is Null for PO & Non PO AP Invoice EBS R12.2.9

Project Expenditure Organization LOV is Null for PO matched and Non PO AP Invoice. Where as if we create PR & PO for same OU and Project, Expenditure Organization is available in LOV.

Any suggestion what setup is missing. I also tried to assign profile value: PA: Default Expenditure Organization in AP/PO, but still issue persists.
