Supplier Portal Reliability and User Experience with Bidding on Events

We're on PeopleSoft Image 51, PeopleTools 8.61.05 and using Fluid Bidding through the Supplier Portal for businesses to bid on our solicitation events (construction, professional services via RFPs, large purchases, etc.). We've encountered reported issues such as portal users being unable to submit bids, bidder's attachments gone missing, unexpected behavior due to cache, and general frustration about the user-friendliness of the portal. These instances are compounded by the last minute nature of users bidding near event deadlines. Has anyone encountered similar issues?
