AD.C.DELTA.16 (36119925) patch failed with file adinvset.pls

Hi - We are upgrading EBS from 12.1.3 to 12.2.14. The database version is 19c. The AD patch failed on adinvset.pls.

The adgrant.sql from patch 36119925 was executed before applying this patch.

Ad worker log has following error

AD Worker error:
Error: Unable to execute statement for seed table prepare

AD Worker - aiuoraPrepareSeedTable: INFO: ORA-04063: package body "APPS.AD_ZD_SEED" has errors
ORA-06508: PL/SQL: could not find program unit being called: "APPS.AD_ZD_SEED"
ORA-06512: at line 1

When we tried to compile APPS.AD_ZD object.

SQL> alter package APPS.AD_ZD compile body;

Warning: Package Body altered with compilation errors.
