iRecruitment "Reset Password" and "Signon Password Custom" Profile Option

We are running Oracle EBS version 12.2.12, with HRMS RUP 18 applied.
We have implemented custom password complexity rules using this note: "How to Implement Signon Password Custom Profile Option in EBS 11i / R12 (Doc ID 362663.1)".
Internally this works fine, since the system emails a link for the users to change their password, and it validates their password when the user enters it.
When it comes to iRecruitment users, the system attempts to change the user's password and then email the password to them.
The problem that we are encountering is that the system is failing to generate a password that passes the custom complexity check, and as a result it fails to change the password for iRecruitment users. It still emails the generated password though, and as a result the user is unable to log onto the system.
