While doing move transaction in depot repair, the Op Seq & Step shows only 1 LOV

while doing a move order in depot repair, we are not able to select a different sequence and step, its auto populating '300' in Sequence in both 'from' and 'to'.....and 'Queue' in both steps, when we try to remove and change, the lov shows only 300 and queue in the lov. The setup is present for 300 and 410 as shown in screenshot. Why is it not coming in the lov. Can anyone please help in this?
