[Student Financial] Waiver failed to push the payment at class level

Hi,

I have an issue that the waiver did not push the payment out of the charge at class tuition charge, even though the waiver item type has higher payment priority than the payment.

For example, tuition charge of course A is 1000, payment is 600 which already allocated to the charge, the item amount now is 400. I added a waiver which is 500, but it does not push the payment. The waiver supposed to be applied the whole 500 to the charge but it just applied 400, on top of the payment. The remain 100 of the waiver is applied to the other course.

I was wondering if there is any configuration that can help prevent this issue. Thank you.
