AD.C.DELTA.16 (36119925) patch adgrants.sql creating objects in SYS not in EBS_SYSTEM

Hi - We are upgrading EBS from 12.1.3 to 12.2.14. The database version is 19c. The adgrants.sql script from AD patch 36119925 is as executed as

sqlplus /nolog @adgrants.sql apps.

The adgrants.sql script completed successfully and EBS_SYSTEM schema is created but AD_ZD_SYS and AD_GRANTS objects are created in SYS schema not in EBS_SYSTEM.

As result all AD objects are invalid. Please guide us how to create objects in EBS_SYSTEM schema .
