APR-2025 Patches - Oracle Forms and Reports: Query about SQL Developer Version

In FMW Patch Advisor, the comments state that SQL Developer should be upgraded to a minimum of 21.4.2, but not higher than 21.4.3:

The SQL Developer support page at indicates that 21.4 went out of support in December 2024, and that the current version is 24.3.

Which version should we be installing?
